Senior Research Associate US-OR-Portland Job ID: 2024-29534 Type: Regular Full-Time # of Openings: 1 Category: Research Portland, OR (Downtown) Overview Under supervision from the Research Project Manager, the Senior Research Associate will oversee the design, procedures, and day to day operations of two projects funded by the Oregon Criminal Justice Commission: 1) the Oregon Behavioral Health Deflection data collection and analysis project, and 2) the Oregon IMPACTS Technical Assistance and Local Evaluation Project. Both projects are described below.
1. The Oregon Behavioral Health Deflection Data Collection and Analysis Project, in partnership with the Criminal Justice Commission (CJC).
The Oregon Behavioral Health Deflection (BHD) Program was established with the recent signing of Oregon House Bill 4002. This program is overseen by the CJC, and will consist of grants awarded to fund deflection programs. “Deflection program” means a collaborative program between law enforcement agencies and behavioral health entities that assists individuals who may have substance use disorder, another behavioral health disorder or co-occurring disorders, to create community-based pathways to treatment, recovery support services, housing, case management or other services.

2. The Oregon IMPACTS Technical Assistance and Local Evaluation Project, in partnership with CJC.
“IMPACTS" stands for Improving People's Access to Community-based Treatment, Supports, and Services. This program is overseen by the CJC. Grants are awarded to 15 counties and federally recognized Indian tribes, to address shortage of comprehensive community supports and services for individuals with mental health or substance use disorders, leading to their involvement with the criminal justice system, hospitalizations and institutional placements.
Duties include overseeing qualitative interview processes; development of standard operating procedures and carrying out tasks such as interviews, analysis and report writing; data systems management (e.g., use of REDCap), data analysis, and writing up results; collaborating with external research partners to conduct virtual and in-person learning opportunities and regional retreats for grantees; and some administrative tasks including participation in regular project meetings.
The Senior Research Associate plays a critical role in developing and maintaining relationships with collaborating partners. Occasional in-state, overnight travel to IMPACTS and BHD implementation sites is required for this position. The Senior Research Associate has expert knowledge of research and evaluation practices in this field of study, the ability to teach others on methodology/standard operating procedures, and serves as a mentor to junior staff.
