Job Summary

As the Grants & Allocations Unit Supervisor you will lead and direct the Grants Management fiscal operations within the Financial Operations Division (FOD) and across the Department of Human Services (DHS) in coordination with DHS grants managers, DHS senior management, DHS Appeals & Regulations (Contracts) division, county, tribe and local grantees, other State agencies, and the federal funding agencies. This position represents DHS on statewide grants management work groups and on federal grant compliance topics. Responsibilities will include:
  • Managing, directing, and leading the Department's fiscal operations for grants awarded to DHS and for funds, which are granted by DHS to counties, tribes, non-profit agencies, and other local grantees statewide.
  • Leading and directing management and ongoing operations of the Department's Enterprise Grants Management System (EGMS).
  • Exercising supervisory authority so that applicable labor agreements and plans are equitably administered and employees within the unit effectively perform their assigned job duties to achieve the unit, section, division, and department goals and objectives.

As a member of the FOD leadership team, this position actively participates in the development of department-wide grants management policies and procedures by offering creative and innovative input to the development of grants management fiscal policy. This position will translate broad departmental goals and specific federal regulations and state requirements into fiscal policy and must operationalize necessary budgeting, accounting, federal claiming, and reporting procedures.

Qualifications

Minimum Qualifications

Supervisory OR other leadership experience. Leadership experience can include:
  • Experience as a supervisor, leadworker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
    • 1+ year of experience identifying issues, goals and strategic actions
    • 100+ hours per year time commitment

AND

Four (4) years of advanced professional experience working with Grants. Experience must demonstrate:
  • Managing multi-million dollar grants and/or multi-million dollar projects/programs.
  • Thorough understanding of Grant Management Life Cycle.
  • Sound understanding of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of state and federal regulations to extract explicit and implicit requirements from them.
  • Developing Accounting/Financial operational implementation strategies.
  • Knowledge of analytical and evaluation techniques to evaluate unit and individual grant performance and compliance.
  • Presenting technical information or providing training to various size audiences.


Preferred Qualifications

  • Experience working with and negotiating with federal officials.
  • Experience with federal electronic reporting systems such as OLDC, FPRS, and HRSA.
  • Familiarity with Department Grant business and associated fiscal policy, operational requirements, and allocation strategies.
