The Elections Division of the Office of the Clerk and Recorder provides comprehensive, nationally-recognized election services for the City and County of Denver. These services include voter records management, voter services and outreach, petition management, elections administration and technology, and ballot operations. The City and County of Denver's Election Division is seeking an accomplished elections professional to serve as the Mail Ballot Administrator and provide administrative and strategic direction for the functional area of mail ballot administration.

Key roles and responsibilities of the Mail Ballot Administrator are:
  • Oversee and act as the technical expert in all aspects of the mail ballot processing rooms including: ballot receiving, ballot verification, and mail ballot extraction in accordance with statutory and Secretary of State Rule requirements
  • Refine and coordinate all operating policies and procedures relating to mail ballot processing
  • Train and supervise (50 to 70+) election judges and leads for all mail ballot processing rooms
  • Create and oversee the development of all mail ballot materials
  • Act as the primary point of contact with the ballot production vendor and coordinate production, mailing and receiving of mail ballots
  • Cooperate with local, state, and national partners to continually develop best practices
  • Coordinate the post-election process including canvass preparation, provisional ballots, and poll book processing
  • Act as a liaison for the Denver Elections Division to the United States Postal Service and act as a subject matter expert for postal policy as it relates to non-profit and election mail
  • Oversee quality assurance measures to ensure processes and procedures are tested to evaluate for potential improvement and accuracy. Manages continuous improvement initiatives

About You

We are looking for someone with some or all the following skills and experience:
  • At least two (2) years of experience in elections administration and operations.
  • Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Advanced knowledge of relevant laws, regulations, policies, standards, and elections operations procedures including, but not limited to, Title 1 of the Colorado Revised Statutes, Colorado Secretary of State Rules, Help America Vote Act 2002 (HAVA), Motor Voter Act 1994, and Uniformed Voters Absentee Voting Act 1986 (UOCAVA).
  • Ability to maintain confidentiality of information consistent with applicable federal, state and county rules and regulations.
  • Experience supervising and motivating a team towards a project goal
  • Ability to establish, maintain, and foster positive working relationships.
  • Proficiency in time and project management in a pressured environment.
  • Excellent analytical, reasoning, and troubleshooting skills.

  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).
  • Experience Requirement: Three (3) years' experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
