Education and Experience : A Bachelor's degree in business or public administration, economics, finance or related field, and three (3) years of experience in contract development or administration.

Licenses and Certificates : Valid U.S. Driver's License or equivalent from another state.

General Purpose

Under general direction, manage contracts to ensure compliance. Verify that applicants have met contract goals and have provided required reports and documentation. Review and resolve differences in areas of non-compliance and address concerns as necessary.

Typical Duties

  • Maintains and serves as Liaison to the City Economic and International Development Department regarding chapter 380/381 agreements.
  • Serves as liaison to the City's Auditor's Office in cases of contract or other agency audits. Researches, compiles, and provides agency data, files, documents, and records to the Auditor's Office.
  • Develops contract administration and compliance reports and presents to the department's directors and supervisors, City Manager, Mayor and City Council.
  • Reviews and authorizes payment requests according to agreement terms and applicable rules and regulations. Withholds voucher payments until applicant is in compliance; may work with legal department to initiate corrective actions as necessary.
  • Develops and implements policies and procedures for contract compliance and incentive application submittals for the department.
  • Reviews applications for completeness and contracts for specific requirements and enters applicant, contract information, and forecasted payment amount into database for tracking.
  • Performs on-site visitations and/or desk audits of applicants. Reviews and analyzes reports generated by applicants or providers to confirm compliance with contract rules and regulations, and re-inspect as necessary to ensure compliance.
  • Maintains contract files in accordance with appropriate record retention requirements and internal controls; generates status reports for management and processes close-out documents at conclusion of the case.
  • Assists the City Attorney's Office with contract compliance cases and/or claims and makes recommendations to amend or terminate agreements.
  • Prepare annual budget for the department's portfolio of active incentive agreements.
  • Develop and maintain close working relationship with local economic development partners that include but not limited to the El Paso Central Appraisal District, The BorderPlex Alliance, The County of El Paso, and Chamber of Commerce, and others as required.
  • Supervise assigned personnel. Assign, instruct, guide, and check work for assigned projects. Performs other related duties as assigned.

Salary Range: $55,633.64 - $77,748.01 per year.
The starting salary is generally at the beginning of the salary range.
