GENERAL DESCRIPTION:

Under the direction of the Human Resources (HR) Benefits and Personnel Services Manager, this position is responsible for performing entry-level human resources management work for Texas Parks and Wildlife Department (TPWD). Performs technical and administrative support services for agency managers and employees as it relates to new hire selections, onboarding, separations, benefits administration, employee timekeeping and other HR related business functions. Provides exceptional service to TPWD managers, employees and the general public. Assists with answering questions regarding HR policies, procedures and helps ensures agency compliance with State and Federal laws and regulations. Maintains automated systems, files, and records, and may assist with the analysis of reports. Works under close supervision, with minimal latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.



Qualifications:

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree.

Experience:

One year of full-time Human Resources experience.

Licensure:

If driving is required, applicant must possess a valid class State driver's license.

ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of full-time Human Resources experience may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree in Human Resources Management or closely related field.

Experience:

Experience in areas of Human Resources Management such as Benefits, Employment, and Recruitment;

Experience with Centralized Accounting and Payroll/Personnel System (CAPPS) HR and Recruit;

Experience with Employees Retirement System (ERS) Online.

Licensure:

Current HRCI Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification OR SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of human resources related state and federal laws;

Knowledge of general office procedures;

Knowledge of Agency organizational structure, division responsibilities and key staff;

Knowledge of CAPPS;

Skill in using MS Word, Excel, and Outlook;

Skill in effective verbal and written communication;

Skill in providing quality customer service in a courteous and professional manner;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work overtime as necessary;

May be required to provide telephone and office coverage during lunch breaks;

Required to perform manual labor, including lifting supplies and materials up to 15 lbs.;

This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval;

May be required to operate a State vehicle;

Required to travel 5% with possible overnight stays;

Non-smoking environment in State buildings and vehicles.
