About the Cash and Capital Funding Division

The Cash and Capital Funding (CCF) division oversees the city’s cash handling, banking activities, investment portfolios, and capital funding needs including debt issuance and management. CCF is part of the Department of Finance and supports the CFO’s Office, the Capital Planning and Real Estate division, and the Controller’s and Treasurer’s Office within the Department of Finance (DOF), and works closely with various City agencies, including the Mayor’s Office and Denver International Airport.

The Department of Finance’s Cash & Capital Funding (CCF) Division is looking for a Senior Capital Funding Analyst. As a Senior Capital Funding Analyst, you will assist the City’s Debt Administrator(s) and Capital Funding Specialist(s) on various matters related to the coordination and execution of debt issuances and other financings, as well as the management, oversight, and reporting related to existing $9Billion total debt portfolios and $350 Million swap portfolio for the City and its various agencies and Enterprises, including Denver International Airport.

Responsibilities may include but are not limited to assisting in the preparation and presentation of information related to financial conditions and City financing obligations to various internal and external stakeholders. This individual will also ensure adherence to the Department of Finance Debt Policy, including working with other City staff to develop recommended practices related to debt issuance and administration activities.

Specifically, in this Senior Capital Funding Analyst position, you will assist with:
  • Updating and preparing the annual required reporting including preparation of the City’s Annual Disclosure Statement
  • Preparing and processing documents and other forms in accordance with legal precedents or other specialized/technical procedures
  • Supporting the post issuance procedures and compliance process for all City and non-City debt
  • Reviewing and evaluating forms, applications, computations, documents, and/or other information to determine accuracy, completeness, acceptability, or compliance based on extensive knowledge of a specialized area or legal requirements
  • Preparing regular analysis, monitoring, research, data collection, and reporting related to the City’s financial conditions and its debt and swap portfolios
  • Assisting with the administrative tasks, analysis, and execution related to new financing transactions for City and non-City debt and Public-Private-Partnerships.
  • Assist with the preparation and presentation of various investor relations materials, including information related to the City’s financial conditions and its financing obligations, to senior management, elected and appointed officials, investors, and the general public.
  • Leading the contract processing and management process related to various professional services contracts.


About You

We are looking for someone with some or all the following skills and experience:
  • Three (3) years of professional level experience in a role entailing administrative support to a team, including quarterly and annual reporting and document updating, researching, analyzing, calculating, and compiling financial data, debt or portfolio administration, or financial statistical analysis.
  • Ability to perform a variety of work assignments simultaneously, employing strong time management and effective multi-tasking skills
  • Ability to self-direct workload to ensure all administrative tasks, deadlines and report requirements are met
  • Strong attention to detail
  • Proficiency with Word, Excel and PowerPoint: ability to create tables, graphs, financial and/or cash flow models; ability to create presentations tailored towards various audiences - senior management, investors, City Council, general public, etc; ability to draft professional, polished, public facing documents.
  • Ability to understand and interpret complex written material, including bond legal documents, technical materials, rules, regulations, instructions, reports, charts, graphs or tables. Ability to apply what is learned from written material to specific situations
  • Effective communication and strong interpersonal skills. Ability to communicate complicated subject matter effectively and in concise manner both orally and through written documentation including memos, presentations, etc.
  • Ability to analyze current process and/or function and provide recommendations for improvements where applicable
  • Solid understanding of or professional experience with financial/debt capital markets, credit analysis, general governmental operations, public debt concepts and functionality including bond issuances and public finance.
  • Exceptionally strong analytical and problem-solving skills and quantitative acumen. Ability to analyze, draw conclusions, and forecast data.
  • Experience with DBC Debt Manager

  • Experience Requirement: Three (3) years of professional level experience researching, analyzing, calculating, and compiling financial data, debt or portfolio administration, or financial statistical analysis.
  • Education/Experience Equivalency: No substitution of experience for education is permitted.
  • Additional appropriate education may be substituted for experience requirements.
