Job Summary

This position exists to perform comprehensive project management and direction of sites in the Superfund and Site Assessment Programs, including both State Fund-financed projects and Responsible Party (RP)-lead projects. The primary work function of this position involves supporting Site Assessment lookback projects tasked with ensuring vapor intrusion and drinking water risks associated with previously-closed sites are evaluated and managed effectively. This includes reviewing regulatory files and agency decisions as well as directing and managing environmental investigations to decide if cleanup actions or building mitigations are needed. In cases that progress beyond the investigation/mitigation stage, this position manages and directs the selection of specific environmental cleanup or building actions and ultimately the completion of the needed additional work such that public health and environmental risks are effectively managed.

This position will also work in a dual (Project Management and Technical) role on RP-lead and Fund-financed Superfund and Site Assessment sites with releases of various non-petroleum contaminants to environmental media (soil, sediment, surface water, groundwater, soil vapor).

Qualifications

Minimum Qualifications

A Bachelor's degree in Hydrology, Geology, Hydrogeology, Water Resources, Soil Science, or other closely-related environmental field and two years of advanced professional-level experience remediating contaminated properties. (Advanced professional-level experience is equivalent to Senior Environmental Specialist, Environmental Specialist 3 level work.) Experience must include performing comprehensive management of environmental investigations including contracting, budgeting, invoicing, and communications with internal and external stakeholders.

Candidates should be skilled in communicating, negotiating, and collaborating with stakeholders who have varying ways of contributing to project outcomes. Communication skills should be sufficient to present information to non-technical audiences presenting the results concerning environmental and public health risks.

Candidates must have effective planning and project management skills and the ability to make decisions based on data.

Preferred Qualifications

Knowledge of the overall state and federal environmental regulatory framework related to environmental investigations and cleanup of contaminated properties .

Knowledge of federal, state, and local environmental laws, rules, regulations and standards related to environmental investigations and remediation/cleanup of contaminated properties, including CERCLA, MERLA, and RCRA.

Extensive knowledge and experience evaluating the vapor intrusion pathway including conceptual site model development, active and passive air sampling collection, data interpretation and risk assessment, and working knowledge of various mitigation approaches/technologies.

Experience leading other staff to conduct soil, groundwater, surface water, soil gas, and/or indoor air investigations. Direct experience related to chlorinated solvent releases a plus.

Experience writing work plans and cost proposals for investigations and soliciting bids for contractors for system installations.

Knowledge and/or experience with the investigation and remediation of contaminants of emerging concern (CECs), such as PFAS and 1,4-Dioxane.

Good written and verbal communication, interpersonal, and collaboration skills, and advanced planning/organization skills to perform senior-level professional work.

Advanced project management of environmental investigations including: review of written submittals; evaluation of analytical data; contracting; budgeting; invoicing; and communications with internal and external stakeholders.

Demonstrated ability to bring projects to a satisfactory conclusion.

Demonstrated ability to resolve potentially contentious, controversial, and complex environmental issues. Problem-solving sufficient to resolve technical matters.

Experience with public communications efforts on health or environmental projects.

Advanced technical writing skills.

Proficiency with GIS.

Ability to:

Make sound human health and environmental risk decisions based on data.

Manage contractors and project budgets.

Determine if cleanup actions and building mitigation are needed based on applicable State and Federal Guidance

Work with scientific and technical consultants and to analyze their proposals and work projects.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory DLR check.

Requires a Class D driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
