Job Summary

The Aging and Adult Services Deputy Director will bring leadership and strategic direction to the Aging and Adult Services Division (AASD), in partnership with the division director, and in conjunction with the Aging and Disability Services Administration (ADSA) leadership oversee the reforms, design, and implementation of AASD services and programs. Responsibilities include:
  • Lead the development, execution, and administration of AASD systems reforms to improve outcomes for vulnerable adults and older adults who require support to live in their homes and communities
  • Oversee the integration of work across the continuum of Minnesota's home and community-based service system
  • Coordinate policies, grants, and programs with other areas within Aging and Disability Services Administration including but not limited to:
    • Fiscal Analysis and Results Management, Moving Home Minnesota, Grants, Equity, Access and Research, Nursing Facility Rates and Policy and Disability Services Division


This position manages three units-the Home and Community Based Services Unit, Adult Protection Services Unit, and Finance/Operations.

The individual in this position is a cross-program AASD expert in areas ranging from prevention, service delivery, program implementation, education/communication, policy development, and execution of response initiatives. The AASD service lines include but is not limited to: Older Americans Act funding and programs; state grants and programs; Senior LinkAge Line; publicly funded home and community-based service programs including Elderly Waiver (EW), Alternative Care (AC), and Essential Community Supports (ECS); the Minnesota Adult Abuse Reporting Center (MAARC) and adult protective services.

Qualifications

Minimum Qualifications

Professional leadership or supervisory experience

AND

2 years of long-term services and supports experience managing Medicaid programs, including strategic planning and directing the work of staff

OR

5 years of professional leadership or supervisory experience in long-term services and supports

Experience must demonstrate the following:
  • Oversight of statewide programs, policies and projects associated with Elderly Waiver, Alternative Care, Essential Community Supports, Long Term Care Consultation (MnCHOICES)
  • Served as a key spokesperson to internal and external partners including Managed Care Organizations, county agencies, Tribal Nations, provider organizations, DHS staff, executive leadership team, legislators, advocacy organizations, and other individuals and groups as needed

Preferred Qualifications
  • Knowledge of state and federal rules, regulations and legal procedures covering a wide variety of topics and subjects related to DHS' work
  • Extensive knowledge of Jensen Settlement, Olmstead Plan, Positive Supports Rule, and other major agency projects with significant impact
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
