Job Summary

This M ana g ement Anal y st 3 position is anticipated to last approximately two (2) y ears with a pro j ected end date of June 2026.

This position supports the unit functional leads within the Business Solutions Functions unit in managing business processes and data across the Minnesota Pollution Control Agency (MPCA), including governance of reference data, data migration, process analysis, and database change requests. The incumbent is responsible for ensuring consistency of data and processes across programs, supporting data migration and clean-up efforts, and recommending improvements in Tempo and other databases managed by the unit. The incumbent supports the gathering and analysis of customer feedback as a source of data for process and database improvements. This position is also responsible for maintaining assigned reference tables, developing, and managing program specific business templates, including data analysis, managing permit requirements in Tempo, managing issues in the Unit's tracking system (Remedy and Mantis), training other MPCA staff, and recommending solutions to diverging requests between functions that may create conflicts within the database and processes.

The position's primary focus area will be supporting the permitting and compliance and enforcement functions within the MPCA.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Three (3) years of permitting and/or compliance experience, or project management experience or similar experience including developing and issuing of agency permits, and experience using databases (similar to Tempo or Delta). A bachelor's degree in Environmental Sciences, Business Administration, or other related field will substitute for one year of experience.

Communication skills sufficient to effectively facilitate process improvement efforts, present to groups, and transmit written information to a variety of audiences.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Demonstrated project management skills, ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.

Knowledge of environmental data systems, like Tempo, and how programs use the system for standardization and efficiency.

Knowledge of Federal and State data management reporting requirements and its applicability to programs.

Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.

Experience querying and reporting of data for large data bases, project planning, implementation, management, and identifying and measuring outcomes with records management experience.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
