This position works in DEED's Vocational Rehabilitation Services (VRS) division, which empowers Minnesotans with disabilities to achieve their goals for competitive, integrated employment and career development. The Quality Assurance and Lead Counselor Manager provides strategic oversight and leadership for the work of quality assurance (QA) specialists and lead counselors to ensure high quality, consistent VRS practices across the state. This work is critical to the accomplishment of the mission of VRS and DEED.

Specifically, the position:
  • Provides leadership and direct management for the QA and lead counselor unit to assure work outcomes are consistent with VRS strategic and operational goals, objectives, and priorities;
  • Leads QA to develop, organize, prioritize, and manage quality assurance audits and comprehensive case review;
  • Directs the development and support of systems and processes that improve the quality and consistency of VRS counseling practices; and
  • Identifies, implements, and provides oversight for broad and deep VRS system change and continuous system and process improvements.

In addition, the position serves on the VRS Senior Leadership team and acts as advisor on agency decisions and activities focused on developing and supporting consistent, effective, and high-quality rehabilitation counseling and case practices statewide.

Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Master's Degree in Vocational Rehabilitation Counseling, Counseling, Social Work, or other closely related field as determined by the agency

AND

Four (4) years of experience analyzing, interpreting, and applying federal regulations and state policies that govern VRS work with individuals with disabilities which demonstrates knowledge of vocational rehabilitation (VR) counseling (i.e., caseload management, eligibility and priority for services determinations, assessment of VR needs, development of VR plans, job placement services, and employment supports that lead to success in finding, keeping, retaining, or advancing in employment).

Applicants that meet the above minimum qualification will be further evaluated on the following:

Experience as a supervisor, team lead, lead worker, or project lead.

Experience analyzing case review strategies, procedures, and practices (i.e., quality assurance).

Relationship-building skills to lead staff, influence individuals and groups, create buy-in based on mutual trust and respect, represent the agency, build consensus, manage up, down, and across the organization for system change, and engage with stakeholders at all levels.

Planning and presentation skills sufficient to effectively facilitate small and large groups, solicit diverse opinions, ensure inclusion, negotiate differences, and resolve conflicts.

Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation.

Preferred Qualifications

Experience in a managerial or supervisory role.

Possess a Certified Rehabilitation Counselor (CRC) certification.

Experience with technology sufficient to utilize Microsoft Teams, SharePoint sites, Microsoft Forms, Excel Spreadsheets, PowerPoint, and Tableau reports.

Ability to write and communicate clearly and effectively.

Knowledge of principles of adult learning.
