Duties and Responsibilities:

We are seeking a talented Acquisition and DoD Biometric Program Manager to lead strategic initiatives and drive excellence in program management. As an Acquisition and DoD Biometric Program Manager, you will play a pivotal role in managing complex programs that integrate advanced biometric technologies into defense systems. Leveraging your expertise in program management and biometrics, you will oversee the entire program lifecycle, from acquisition strategy development to budget documentation. Required Education, Experience and Skills:

  • Bachelor’s degree in relevant discipline, advanced degree preferred.
  • Minimum of 10 years project management experience.
  • Project Management (PMP) or DAWIA PR actioner Level in Program Management certification required.
  • DAWIA Advanced Level in Program Management certification preferred.
  • Proven expertise in acquisition and biometric strategy, requirements analysis and budget documentation.
  • Understanding of biometrics technologies and their applications in defense.
  • Experience working within the Biometrics community or with Interagency Biometrics stakeholders preferred.
  • Excellent written ad oral communication skills, with the ability to convey complex information effectively.
  • Demonstrated leadership abilities, with a track record of motivating teams and driving results.
  • Expert skill with Excel and PowerPoint with moderate skill using data analysis techniques.
  • Detail oriented work style, able to track and manage multiple, concurrent task priorities.
  • Experience managing deliverables for federal contracts, managing Fixed Price and Time & Material contracts.
  • Must have active Secret Security Clearance and ability to maintain clearance.

Key Responsibilities:

  • Lead cross-functional analysis of acquisition strategy and Program of Record documentation.
  • Collaborate with stakeholders to develop Joint Capabilities Integration Development System (JCIDS) requirements.
  • Conduct life cycle cost modeling and manage programmatic risk to ensure successful program execution.
  • Implement configuration management processes to maintain program integrity and compliance.
  • Develop and maintain budget documentation, ensuring alignment with program objectives.
  • Provide leadership and guidance to project teams, fostering a culture of excellence and innovation.
  • Communicate effectively with internal teams, government agencies, and industry partners.
  • Manage Government contracts and subcontracts in accordance with regulatory requirements.
  • Provide oversight of large, multi-functional project teams in a systems development environment.
  • Create and manage Integrated Master Schedules (IMS) and milestone events including Defense Acquisition System milestone decisions.
  • Plan and manage complex tasks sometimes under tight budget and time constraints.
  • Provide administrative and technical leadership, including responsibility for cost, schedule, subcontract management, overseeing invoicing, delivery of all contract deliverables, and overall performance.
  • Plan and procure necessary staffing to achieve work completion milestones and deliverables.
  • Coordinate with the COR to promptly fill vacancies.
  • Supervise, provide leadership to and oversight of contractor personnel to ensure performance is in accordance with the PWS.
  • Coordinate tasks and monitor fulfillment of contract requirements to ensure quality and timeliness of services/deliverables to various customers.
  • Review reports and records of activities to ensure progress is being accomplished toward specified objectives.
